A new study clarifies the link between drinking and some cancers.

It’s no secret that heavy drinking is linked to an increased risk of developing cancer, but it’s never really been clear how boozing really does its damage. In a groundbreaking new study published Wednesday, however, scientists report that some cancers occur because alcohol can inflict damage on the DNA of stem cells, which in turn may initiate the development of cancerous tumors.  Read more >>

When I covered Jamaica’s independence in August of 1962 for The Tribune, I did a feature article on the Rastafarians and their lifestyle. To get interviews, a Jamaican journalistic colleague arranged for me to visit a Rastafarian camp off Foreshore Road. I got there around dinner time and was invited to have dinner with a group of them. We sat in a circle and ate from a large bowl at the centre of the circle, and after we finished eating, they passed around a marijuana “joint” the size of a large cigar.

When I took a puff, I almost choked to death, and my host repeatedly slapped me on the back while saying, “Ma bradda, you no have to partake, this our ritual.” That was my one and only experience with marijuana, but I have friends who were regular users while we were growing up in Nassau and, with very few exceptions, they are all law-abiding and responsible adults, some of whom are very successful in their chosen professions.


Whether or not they still occasionally or regularly indulge in the habit, I do not know, but now that the possibility of marijuana being legalized for medicinal purposes and for the decriminalization of small amounts for personal use is being debated in The Bahamas, as a journalist whose points of view on various issues in the past were expressed in editorials -- when I was  Editor of the Nassau Guardian and the Freeport News, at different times – and in my personal column OSWALD BROWN WRITES, I thought that I should weigh in on the issue.  Read more >>

CERTIFICATION IN TAXATION

Course Outline

This Internationally Accredited course will cover the areas of general taxation principles, comparative tax systems, regional taxation issues in the Caribbean and Latin America, tax reform, indirect taxes, tax administration and tax revenue collection, taxation of foreign investment, taxation of financial institutions, trusts and estates, and tax policy and economic growth.
The course content of the tax certification programme will be delivered by local and international tax, accounting, financial services, and legal experts in four (4) modules of intensive, specialized lectures and training.

Module 1- Fundamentals of Taxation

    General Principles of Taxation
    Mechanics of Tax Systems and the development of tax policy
    Operation of Tax Administration and Tax Revenue Collection
    Interpretation and Application of Tax Legislation
    Comparative Analysis of International and Regional Tax Systems
    Caribbean and Latin American Tax Policy and Tax Reform Issues

Module II - International Aspects of Global and US Taxation

    Supranational Bodies and Global Tax Co-operation
    Tax Information Exchange Agreements (TIEAs) and Domestic Tax Treaties
    US taxation of foreign income of US persons
    US taxation of US income of foreign persons
    US taxation of foreign entities, US beneficiaries of foreign trusts, and other entities
    Tax Avoidance and Tax Evasion Issues
    The Foreign Account Tax Compliance Act (FATCA)

Module III- Trusts & Estates

    Fundamentals of Trusts
    Offshore Trust and Company Administration
    Private Trust Companies (PTCs) and Family Offices
    Wills, Intestate Succession, and Probate
    Tax Issues involving trusts and estates

Module IV- Taxation in the Bahamas

    Taxation and Tax Policy in the Bahamas
    Current Tax Revenue Issues in the Bahamas
    Taxation and Foreign Direct Investment in the Bahamas
    Value Added Tax (VAT) in the Caribbean
    Value Added Tax Legislation in the Bahamas
    Value Added Tax Administration in the Bahamas
    Taxation and tax reform for modern national development

Candidates for this programme will be certified after successful completion of a two hour exam of multiple choice questions. The passing mark for the exam is 70%. An Internationally Accredited Certificate will be issued upon successful completion of the qualification.

    Time: 9:30am to 12 noon
    Duration: 4 months
    Programme Fee $2,500 members - $3,000 non-members plus a $50 registration fee + VAT. Fee  includes: course materials and international exam

Dress Is Not a Reason to Rape

 Perhaps I cannot exhaust the topic of sex and dress in this column.  No matter what I write, some people will always hold on to the opinion that dress “causes” men to rape women.    In my recent article, I stressed that dress has nothing to do with it.  It is about power and control, anger or a degrading view of women.

I am not saying that sexually revealing clothing is okay or that it does not arouse on-lookers.  Arousal is one thing, but personal discipline, common sense, and self-control must rule the mind.  If a woman dresses on a night out at the club in such a way that she wants a man to seduce her or she will seduce him, that is a far cry from rape.

I do wish that our women would dress more appropriately in public.  I have seen so many women in public that look as though they should not have left their bedrooms.  Sometimes you can tell if they are wearing thongs, no bras, or where all their curves are.  Does dress reveal who you are or your intention?  Can dress impact how you feel or perform on the job?   Yes.   For many years social scientists have studied the impact of dress on behavior.   The results are stunning.  However, note that no research empirically states that dress “causes” rape.  Read more >>

There is a calm on these mystical waters, blue, silent. Somewhere among the mangroves there is a sanctuary.

Ansil slowly drives the flats boat, the one he built with his own hands, negotiating the green, taking us on a watery path only he knows until he stops to peer at the sky.

In the mangroves, rushing water turns to pond-like stasis; it is a curious sensation, to be in the middle of the ocean and be totally still, the sort of place where silence itself comes to find silence.

The engine turns on again and we move forward, surging through the worn-out canopy of the mangroves until we reach it.
